Joe Cook
Business Manager/FST Joe Cook was elected as the Business Manager and Financial Secretary for Sheet Metal Workers Local #219 on July 1st, 2016. Prior to Joe becoming BM/FST he served as President/Marketing Rep; Executive Board Trustee, Union Steward, OSHA instructor and Certified Welding Inspector. Joe was accepted into SMW Local #219’s 5-year apprenticeship program in 1998. In addition to his union training, Joe served in the Army National Guard for six years starting in 1994. He served as a Staff Sergeant and was honorably discharged in 2000. He also worked in the nonunion sector doing HVAC/R for the year before being accepted into our apprenticeship program. Currently Joe serves as the President for the Illinois State Council, Board of directors for ECHO, and trustee/chairman for the Employee Benefit Fund, Local Pension, JATC, and serves as the Vice President of Northwest Illinois Building Trades.
Todd Whitlock
Business Representative/President Todd Whitlock was elected President and Business Representative for Sheet Metal Workers Local #219 on July 1st, 2025. Prior to becoming President/Business Representative, he served as Marketing Representative from 2016 - 2025, Executive Board Member, and Local Pension Trustee. Todd was accepted into Sheet Metal Workers Local #219’s five-year apprenticeship program in 1996. Currently, Todd serves as trustee of the Employee Benefit Fund, Local Pension Fund, Northwest Illinois Building Trades, DeKalb County Building Trades, and Rockford Mechanical Board.
Zach Zenzen
Union Organizer and Executive Board Member Zach Zenzen was appointed as Union Organizer for Sheet Metal Workers Local #219 on August 11, 2025, and was elected to the Executive Board effective July 1, 2025. Prior to becoming Union Organizer and Executive Board Member, Zach served as Executive Board Trustee, Welding Instructor, and Certified Welding Inspector. Zach was accepted into Sheet Metal Workers Local #219’s five-year apprenticeship program in 2012. Currently, Zach serves as an Executive Board Member, Northwest Illinois Building Trades, and DeKalb Building Trades.
